Gouverneur man charged with strangulation and child endangerment

Jacob M. Burns, 29, of Gouverneur, was charged Sept. 9 with second-degree strangulation, a felony, along with child endangerment and harassment, according to village police.
Police allege Burns strangled a person until that person lost consciousness while a minor was present.
